Toolbar positioning under tabs in Internet Explorer 7 and 8 is no longer supported.
Crawler Toolbar gives you option to display it below or above the tabs in Internet Explorer 7.

To change the position, follow these steps:
Go to Crawler Toolbar settings.
Select a position. If you select the position "above tabs", you may also select the "Keep Crawler Toolbar above other toolbars" checkbox to make sure Crawler Toolbar stays above other toolbars that you may have installed.
Click on the "Apply" button.
